You should be able to claim deductions (entry fees, lodging, food, etc) to help off set this some. Go back a few pages, it was yesterday I think... Link to post Share on other sites

There is a company in Toronto that specialises in this type of refund. I think their name is Refund Management Services. I'm firewalled here at work but I'm sure you can google them. If there is no special tax treaty provision for your country, calculate your net U.S. gambling income/loss, figure out how much actual tax is due, then if you owe less than the withheld amount file a U.S. return claiming a refund.
