Given what's already in the pot, we need less than 40% equity here, and this is often enough going to be a draw with a T or a hand like AJ, KJ, J9 that is scared that we will draw and hit. Sure, it may be a better set or QT or even T7 as well, but sets are hard to make (and wouldn't BB often raise JJ or 99 pre?) and I think QT or T7 would play it slower - moreover, we still have 7 outs on the turn and usually 10 on the river against made straights.(Edit: UTG's last action is not in the HH, but I'm assuming he folded.)
