The made straight would mean he limped OOP and then called a raise with 97 or 97s, which is definitely possible early in a micro SnG but not sure about the details here. You have the NFD, so other legit options are that he's playing the 2nd NFD (say, KJs) or an OESD. That kind of move is rare at the $1.20's, but again not sure the details here. The third option is a set, though I'm not sure how many players would check-raise all-in with a set on this flop. Fourth option is something like A8s and he's overplaying the weak TPTK. There's nothing wrong with calling off all of your chips with this draw, even though it is early. With 15 outs twice, and maybe even 3 aces for 18, you're a favorite over one pair, or even two pair, and you're close to even money against a set. (I'm sure someone would be glad to pokerstove it.)
