I know the history on this intimately, since it's what I wrote my thesis on. Take a look at Congressional votes, resolutions, midterm election results, major editorials of the times, memoirs of those who worked in the administration, and even international sources, such as diplomatic exchanges with Britain and memoirs of British diplomats. He was hobbled by the opposition on this one.Unless you don't believe that a president's power can ever be limited by opposition, in which case please explain why Bush's presidency didn't bring about a Republican utopia.
