I play the Omaha PL SnG's on PokerStars and usually it's both. Full table and it's a total crap shoot with people jamming their money in pre-flop or after the flop with any pocket pair bigger than 9's. Then once it's down to 4 or 5 (top 3 pay) it turns into "fold you way into the money". I try to take advantage of both situations.

Sounds like you're not mixing up your play enough. Of course, if this is happening online at lower limits, then it's probably something else as most online lower limit players only pay attention to their cards and occasionally the board.
