don't feel bad, I was thinking exactly the same thing.

It means that each table starts a hand at the same time.It's so they can be absolutely certain who finishes where to make the money.

No table can start the next hand until all tables are done with the previous hand. It's to eliminate stalling as a tactic to sneak into the money.

OK gonna expose my ignorance here. What does hand for hand mean?No table can deal a new hand untill all tables have compelted the current one.To prevent stalling into the money by shortstacks and to be able to determine who goes out in what position around the bubble.They do it as payout flights change also.It's slow.
