Very dependent on the raiser, but yes. Playing 9s heads up > playing 9s 3 handed < playing 9s 6 handed... if you catch my drift.
It's also very dependent on the game. If it is tight, you should be more inclined to 3bet. Even in a loose game 3betting here is good. TT is usually my cutoff here though.

but what if its capped after us?How do we play the same flop then?
cautiously.depending on pot size and who capper was and the relative pos of the flop betting, we check to see if we can draw to a set on the turn, properly.For example, if CO caps and we have 3 to the flop.and UTG leads this flop, it's an easy fold.
