blind structure

Question about blind structure in tourneys. Our group is constantly bickering over this. Here is the scenario: For simplicity sake let's say that seats 1, 2, and 3 are the last 3 players. Seat 1 is the dealer and is knocked out. In the next hand seat 2 is now the dealer. Who is small blind and who is big blind? There are 2 sides of the argument. The first one is that the dealer is always the small blind. The second side is that seat 3 can not have 2 big blinds in a row. We have found some info online supporting the dealer always being small blind argument but nothing that is overwhelming. Or is their another answer? We ran this by 3 floormen at Commerce Casino and surprisingly they seemed to be stumped (would think it would come up often in their tourneys). Any help would be appreciated. It would be especially helpful if someone could also point me to a site that explains it.

Anyone have a site they can lead me to? Not sure the President of the Kathy Liebert fan club in our group will like the reference of DN's website as the final answer. Surprise, surprise, that is the one arguing adamently on the other side.

Just explain to him that the button cant act last preflop. Tell him that the Big Blind always acts after the button preflop and there are no exceptions
