bottom set - too passive?

Capped on flop and then two bet by the time it was back to me on the turn. I felt like I was up against an over set, even though I know the odds of an over set on the flop.

I would just keep raising. If they have a set, good for them, but more often this will be a goofy two-pair or something along those lines. As played I think you at least have to raise the river.
