It's pretty nutty, he advocates shoving much earlier than other approaches, like Harrington's. I tried applying it to micro MTTs a while back and found that it resulted in a whole lotta bustouts. You'll end up putting your stack on the line in plenty of very marginal spots. Since it's designed for fast structures, it's basically a shove-early and shove-often approach.

His definition of "shortstacked" is 21-30BB, or 31-40BB with antes. It leads to a lot of push recommendations with stacks that are still fairly healthy. For example, if you have 77 in middle position with 21-30BB and there is a raise in front, he advocates just pushing over top. He also advocates some donkish moves, like open limp-pushing with KK/AA.
