You check the hand down to the river, so you both know exactly what you are playing with. At this point the "unwritten" rule isn't that you don't bet, it's just that you don't bluff. MIB aka NNB aka TIP aka baller has Q's up for a very strong two pair. He clearly wants to bet this for value. You just don't fire off a bluff on 5th with no side pot. But there's nothing wrong with betting for value CHK. in fact you could even get called lighter possibly as the villain may want to err on the side of caution in trying to get this guy out in 3rd.
