Mucked Hand Vs Live Hand In An Omaha Hi-Low Tournament

Greetings from OldPokerStar .. I would like to hear from other their of a live vs dead hand based on this situation below

At an Omaha Hi-Lo Tournament at the Presque Isle Casino in Erie PA the following situation occurred

Board A 2 6 7 A
After the final bet

First player said I have a low 2, 3
Second player had 77 for a full house no low
Third player has an A 7 for a higher full house no low
Forth player said … I can not beat anything and threw his cards next to the muck face up
This player had a 4 5 for the low , but did not know he had the better low .

The dealer took the forth players cards and turned them over in the muck , not looking at the cards

Player 1 with the 2 3 thought he had won the hand since the cards were in the muck , but fellow players at the other side of the table said to the dealer .. the forth guy had the better low
The first player said I didn’t see his hand but it was mucked and the player and the dealer agreed to the muck . The first player said if he had 4 5 Player 4 folded the better hand.. but the hand was mucked ..

Due to the floor person, saying if the hand was better he should win.. did everyone see this .. Two said yes.. so they looked on top of the muck pile and said he won..

Should player 4r win , even though he said I can not beat any hand and threw his cards face up and the dealer put his cards in the muck not even looking because he believed the guy
Should player 1 win with the cards because of the muck situation

The main reason for asking is I have never seen cards pulled out of the muck based on players around the table instead of the actual player of the hand and the dealer not aware as well ..
The floor manager said “ this is an open table so we will let the hand stand due to other seeing the hands .. that seems to me as players running the show instead of rules and dealers . What are your thoughts

Mucked hand should be dead player 1 should have won.

The answer usually comes down to the old 'protect your hand' advice.

If I'm reading this correctly, the cards were face up when tossed towards the dealer. The cards speak for themselves when tabled and the player should win 1/2 the pot if the cards are retrievable. If the cards are not retrievable then the dealer did a poor job and it's too bad Sam, protect your hand.
