Just for the sake of nothing really, I want to point out that it's quite likely it's a close cropping of a much larger image. In other words, the photographer did have time to anticipate it.
I don't disagree with any of this, but that plane it traveling at what, 450-600 mph... that's pretty exceptional positioning, even if cropped.

Two things - First I'm definitely with you that's it's a great image, and not an easy one for the photographer to get. Secondly though, I think the problem might be that you're overestimating the speed of the jet. Not that this is any less of a guess than yours is, but I would estimate more like 200-300 mph, in a residential neighborhood. Which is still really fast, but which also would be a huge difference from 450+ mph to somebody trying to capture an image of it.
