The villain bet the flop and the turn, he did not have an opportunity to raise his own bet, so regardless of whether or not he *would have* been willing to raise that flop, he wasn't presented the opportunity.I am talking from Villains perspective. He knows if Jeff had a set, a combo draw or 2 pair he is raising the flop. Jeff's likely hands he is holding on the turn are small, mid pairish hands that can't take heat. Villain should know that.
