1. For the most part, yes. But, also because I think boards like that tend to coordinate more easily/complete more hands and are also much more likely to hit someone playing a high-suited connector.
Villain open raised UTG. Doesn't half his range include an A? What high-suited connector is playing like this PF besides maybe KQs?From the pre-flop I'm assuming something like TT+, AJ+, KQs+. With the weak flop bet and turn check can't we fairly reliably put him on TT-KK, KQ?

I've seen TONS of people play a hand like this with AK. They flop what is basically the nuts. They bet small to make it look like they're taking a shot. They check behind the turn to cause confusion and then bet the river.I think we're winning here about half of the time. That's why a check call on the river of a reasonable sized bet is probably the right move.

A hand that's completely whiffed will attempt to bluff; a hand like QQ-JJ will think there's a possibility their hand is good.

6 handed, depending on table image and table texture, I'm raising 98s-KQs + a lot of suited aces.

Ok, but why do you want to make them fold their bluff hands plus hands like QQ and JJ? You let them off the hook to easy I think by c/ring.

I doubt you call a reraise to 12 with alot of those hands with these stacks.
