Is This Chip Dumping Or Just Really Bad Play?

Just watched this hand play out on a tournament i'm in. I'm not sure if the player folding is chip dumping or just really inept (it is a $2.00 buy in after all). i think dunlap has skills and once the reraise happened the other guy realized he was outclassed and folded.no wrong doing there
