It pretty obvious imo. I can see their point though seeing as they busted one another, but if that isn't collusion, well they perhaps they need to redefine what is. In general though, I don't think anybody regs 180s with the intention of colluding. This may be a fairly isolated incident, but nonetheless its collusion.
