I think the turn is a c/f. So many people called a large bet on the board that at least one of them has to have AQ or QQ, I don't think you're ahead here.

The turn bet is pointless. Don't bet $3 in to 3 opponents in a $7.30 pot. Check/fold is my play there. Someone has AQ/A4 there most of the time.One of the classic omaha posters "Smasharoo" used to say all the time "bottom set is for suckers" and it's the gospel truth of plo.

I wouldn't call the raise pre-flop in sb with 4456. End of story!

I'm throwing that junk away to the raise PF, especially since you're OOP. That's a hand that will most likely result in you losing a chunk of cash to a better set/straight/flush if you do connect. That's a high risk, low reward hand.
