how do you make a deal in a tourney?

I was reading Phil Helmuth's book and he was saying one goal of making the final 3 is to make a deal and play for the braclet. My question is how is the deal made? Do they tell the tournament director? Do they do it on a handshake? Does one person get first prize and they split it, but how would that work for taxes?Any help would be appreciated.
