the penalty definitely stands -- pretty much the same thing happened to me in a midget game, except for the penalty shot.I didn't see the puck go in the net but one of my linesmen did. Next stoppage of play was a penalty on the team that scored. Goal counts, penalty counts - faceoff at centre.

In three years I've never once seen a ref or linesman wear any form of neck protection, nor have I worn any myself.I don't have any plans to do so, unless obviously they mandate it...At this point I think it's really just a freak accident.
