The villain and I have been c-betting like 90% of flops when raised pre-flop. I have been stealing pots away from him prob 75% of the time when he does this when he's oop. He bets the flop I raise he folds. In this spot I really didn't mind calling as a slight dog just for the fact I didn't want him to start three betting me light and continue with his folding pattern. I don't know what to think about your river bet either. I read what you stated b4 the post, but it just seems like an extremely weird spot to value bet especially if you know as you say he's really never folding on this river.
