That appears to be spewlicious. 235x plays this hand exactly like this. I hate this river bet because I think there's a chance he shows up with AAxx too (people sometimes like to wait for a safe card with a set for some reason).

I can't understand what hand you're beating, so I might just let it go there. I definitely don't raise though.

AKxx, 44xx, 55xx are 3 hands I can think of that I beat. I don't have stats on him as yet, but I'd think AAxx might 3bet from the SB with the weak raise from UTG. The straight is a definite possibilty, but if you hit the 23xx straight on that turn, well - first of all, congratulations for that flop call, and second, wouldn't you go for c/r?

As Simo said, raising the river's terrible. After the turn and river action, he's either semibluffing a draw on the turn and then bluffing the river of he has the wheel. I can't imagine villain ever betting 80% of the pot for value on the river with a worse hand. If you really feel strongly that he has a wide range on the turn and could be semi-bluffing a lot of different hands, then just shove there. Otherwise, I'm probably folding the river against an unknown. Calling the river's not bad either if you feel like his line doesn't make sense and the 0.25/0.50 players on FT tend to bet a different amount on the river with a big hand, but definitely don't raise. There's no way this will be a hand that you beat that can call more often than it will be a hand that beats you.

I would probably give a loose call because I think fishy players will play AKxx and 44xx this same exact way. 235x would be the only straight hand and a bad AAxx are hands we obv don't want to see.
