Hmm. You generally have either 4 or 13 outs. If you have 13 outs villain is folding. If you have 4 outs villain is shoving.
I don't think you have a great amount of fold equity, so I think I'd let this go.

If I'm folding to a safe-ish flop (2 clubs, no ace on the board) shouldn't I just fold to the 3-bet?

I know that I would check/shove here. I'm not playing good at the moment though.
http://www.propokertools.com/simulator/sim...amp;h4=&h5=You're a 3:2 dog if his range is 100% AAxx. He pots it every time he has suited clubs, but might not bet full pot without, so I'd say you're less than 40% against his range.
Is he folding AAxx without clubs often enough?
I don't think either way is a mistake.
