I'm torn, but I probably shove.

what calls?

Or are we just trying to get QQ to fold?

QQ is unlikely, as I have one in my hand as well. (I think...lol)

Actually, check behind and call river is probably better. I just hate the idea of folding to a less than pot sized bet here.

I am looking for a way to bet/fold this but it seems difficult with the stacks. You should bet at least 4$ and it leaves you 3$ in a 15$ pot.

If you are willing to shove , checking turn and calling river is a better line IMO. A shove doesn't get a fold from better hand and a call from worse hands. Give him a chance to bluff river or a chance to stack you with his nuts.

won't the board pair to often for us to just check here and call a sizable river bet?

Seems like you need to say "I have the best flush, now how do I make money against sets/worse"

Or assume you don;t have the best flush and make a decison on the river, after checking the turn, based on bet size and final board

The only set it is realistic for him to have is QQ, and we hold one of the queens.

I'm not really worried about the board pairing.

I think the best way to get value from worse hands is to show weakness on the turn.
